Advice on learning how to make an LED board for project car

Hi, I am just now getting into electronics with a goal of making a LED board for the rear lights of a project car of mine. This project is going to take sometime to finish, so I wanted to get the ball rolling on learning this skill. There are companies that sell tail lights but this is a project that I would like to say that I did all (if not most of it) myself. It would be something to be proud of and I'm sure my car friends would go crazy :) Attached is a picture of a set of tail lights I bought some years ago and that got me interested in this. I would like to make something similar.

So far I've bought a fundamental book called Grob's Basic Electronics and downloaded KiCad.

Would love to hear what advice you guys may have.

Where do you live? In the US, color and brightness are regulated and they need to be DOT certified.

Hi! Thank you for your reply and yes I am from the US. On the website where I've bought my taillights before (attached photo on first post), it says "meets or exceeds DOT & SAE requirements." Is there a certain LED I should be looking to use?

If I am unable to use this in public roads then I will have to buy another set of rear light housings so I can use one for shows once the car is restored. I would still love to learn how to make a PCB
