Actuator Control Unit

Hi All...
I have an 18in linear actuator that I am using to lift a cabinet draw, but when I connect the actuator control unit (ACU) under power the actuator does not work, but the actuator does work when I connect it directly to the DC adapter. Im not sure if the 12DC power adapter is supplying enough power, or if something else is wrong...

Specs are:

18in Linear Actuator
Input Voltage - 12DCV
Static current (no load) - 0.8A
Max load-current - 3A

Ozwerx Actuator Control Unit (with an inline 10amp fuse)
Input power - 12DCV
Static current (no load) - 10mA
Maximum current (with load) - 16amps (8amps/output)

DC Power Adapter - 12DCV at 2.5amps

At start-up the actuator needs 3A. That exceeds the adapter rating. The adapter could be protecting itself by shutting down.

But it doesn't happen when connected direct. Maybe the voltage drops and upsets the controller.
Or maybe the controller is defunct.
