Have you tried connecting to a scan tool of some variety? Your CAN messages look like only the identifier section and missing the data section. Other than those few things you aren't going to find any help here unfortunately.

the message is 0x18ffc502: 07 db 00 5a 08 dd 00 7d,0x18ff0a02: 08 ff ff ff ff ff ff ff or 0x18ffc502: 04 76 00 5a 07 72 00 76, 0x18ff0a02: 07 08 ff ff ff ff ff ff,0x18eeff02: 16 04 b5 12 00 85 00 00, My question is how to analyze the data here.
I know
0x18ffc502:
07 -the status of vgt
db 00 -the actual of position
5a -?
08 -?
dd 00 -the target position
7d -?

and 0x18ff0a02: 07 08 ff ff ff ff ff ff I don't know.

The X15 turbo actuator has to be calibrated during the install process. You can't just bolt it on as it will not work. The calibration process is to connect the new actuator to the engine harness with it NOT attached to the turbo, perform the first half of the calibration process then with the segment gear on the turbo in the correct install position, bolt and the actuator to the turbo and perform the second step of the calibration process.
I have only used Cummins's propitiatory Insite software but I'm sure there are other diagnostic programs that can calibrate a turbo actuator.
