Think of it like two tanks of water, the same size. One is empty, one is full. If you connect them by a hose at the bottom, how much will the full tank fill the empty one?

In any case, the charge voltage for the iPhone is 5V or if you are using quick charge 9V. Using 3.7V to charge it is going to be slow and there will be plenty of loss in the process.

I use a 16000mAh power bank to charge my phone and tablet a number of times quickly. It is charged with USB from my pc.
The Power bank was on sale at half price on Black Friday a few years ago.
