Can I use the circuit, in the image I include, to do a TV vhf/uhf combiner ?

The device you need for television frequencies would be similar but the schematic you've cited is not suited to the stated task. You can get commercial off the shelf combiners for a few dollars. Other than conducting an academic exercise, it's hard to justify rolling your own UHF/VHF combiner. See http://tinyurl.com/bzx8ne
