The video is in MP4 format. Please rename the file back to “.mp4” and it will play normally

Oh I've just realized my problem is the counter can't count down when the number less than 99

You do understand that the non pulsed Clock input MUST be a logic High in order for the active Clock pulse to change the count Up or Down??

As this is Homework I cannot give you a complete solution.

This sample shows the basic logic for a Count Up from Zero to 99 then Count Down from 99 to 89.
