Was it a 120V shock or a proper 230V shock? I'm guessing it must be 120V as all the 230V connectors that I'm familiar with are designed so you can't touch the pins whilst it is being inserted or withdrawn from the socket.

Could be a small DC fridge but more likely it's an AC Lines voltage shock. Certainly if the equipment was faulty or the ground was bad, and the TS touched the fridge AND ground, i.e. water faucet or other pipe, the level of the shock can be anything from 60 volts up to lines voltage. If it was full lines voltage the TS would be scared as all get-go. Given the level of concern reported it would seem more like a low voltage shock. But most likely AC voltage.

 

Sometimes the perceived severity of the shock relates to the element of surprise more that it does to the voltage.
I once went to remove a 50uF power factor capacitor from a piece of equipment parked in the middle of the factory floor disconnected from everything since the previous day, and I also believed that we used PF capacitors with built-in discharge resistors. My colleagues were greatly amused. . . "Was that a bit live, then?"

 

Returning to post #1, it seems to me that it was probably a shock across fingers slipping onto the live pins. Consider that most laptop computers are DC powered thru an external supply, and that those supplies are supposed to provide isolation. Unless they are JUNK. What possible benefit will be served by tying the laptop computer to the "green wire" safety ground???

Same here. I‘m sure that our transformer supplier has an old bloke who goes round with file and sharpens up the frames before shipping them out.
