OK, the drawing you posted (#19) is correct, the error is in your redrawn (eagle) one.
That is pretty obvious, his breadboard was based on the schematic and it works.

His boards made from the Eagle drawing do not work.

Thank you for validating that our Original Poster had a valid question and he was correct to post here at AllAboutCircuits.

Guys - I figured it out!

It was not 1, not 2, but 3 bad 4013 chips! I tried one last time to just replace the 4013 with another one that I found in a drawer, and it worked perfectly!

Thanks to everyone who gave their input on this project!
