30 VAC out of light sockets on ceiling fans?

In a new rental, there are two Hunter-brand ceiling fans. Each fan has two light sockets. The lights were very dim and flickering. I tried several new bulbs in both of them, and then confirmed that the bulbs were good by testing in other fixtures. All bulbs were very dim and flickering. I decided to measure the voltage from the light sockets. Both measured about 30 VAC. I even double-checked my meter on a wall outlet and another light fixture - 120 VAC, as expected. Any ideas on what would cause the low voltage from these light sockets?

Is there a dimmer or fan speed controller on the wall?

Most newer ceiling fans have relays or SSRs that control the light fixture called a wattage limiter or regulator.
The purpose is to shut down the lights if the wattage of the bulbs exceed the rating of the fixture.
These relays most likely have failed but first check the wattage of the bulbs being used.
