We created another one which was a simple JK flip flop but this is different and it makes no sense to me

 

Who's the "we" that created it?

If you were supposed to be a part of that team, then you should get together with them and have them explain it to you.

Have you tried creating a schematic from that file? It should be pretty straightforward. That will make it a lot easier to analyze.
