The actuator is in place of the antenna, im just using the diagram for reference. I have a relay to reverse polarity. Is that correct?

Looking at the circuit you posted.
The 12v battery powers the actuator and supplies +12V to the [Timer or Dusk/dawn Sw]
You also show the Timer/DDusk switch powered from the Solar panel as well?

I would suggest you redraw and post a final design circuit.
and/or a description on how you expect the project to work.

My plan is to trickle charge the battery with the solar panel and supply power to everything else with the battery. I would be grateful if u could show me the correct circuit I need and anything else like the correct fuse and batt charger?
I don't know enough about it.
