in my project , i have to measure 110v DC with isolation and the output has to be scaled down to 3.3v. need help.

The best way is use PWM to convert the voltage levels between about 100 volts down to 3.3 or less.

 

For measurement, a simple voltage divider will suffice.

 

For the isolation, a step down transformer and a divider may be just the thing.
