Are those zero ohm resistors' tolerance shown in percentages? I may be wrong, but given the nominal value is zero that would violate the eleventh commandment: "You shall not divide by zero".The one I measured was a "carbon film" 0Ω jumper (one black band) and it is way out of spec! I measured 17mΩ and that'a way more than 5%!

Shouldn't these tolerances instead be shown as a ± or ppm values?
