i need to design a 1st order RC circuit with 110vDC input voltage and 70vDC output voltage (across the load).
there are some items that i ve to do according to the file that i ve attached.

That's an interesting problem. Do you expect us to do the work for you?

The problem appears to be poorly stated. It mentions a step response into a load but it doesn't mention the step response time or the value of the load. It would seem you need that to finish the problem. Also I don't understand what "source free" response means.

How can you have a drop in dc voltage from 110V to 70V with only one resistor and one capacitor? I would like to see that!

I think source-free refers to the response of the circuit to initial conditions (in this case, initial voltage on the capacitor) with the source voltage set to 0V (short).

I agree that the problem is very poorly stated.
