No power

I have a Rascal 600 T mobility scooter and it is new to me. With fully charged batteries, it has zero power to dash. Turning on keyswitch does nothing. I have a really good Klein clamp meter but I need suggestions as to where to test. Breaker is not thrown. It has a blade fuse and a glass fuse that are both good. Can I test for power at the plug in the center of steering upright? How many pins should have power and what voltages.
