MC2100 Rev B 37376

Having troubles I can’t seem to get power to the motor. The LED flashes steadily when a command is given. when I put my multimeter on the power ground to the motor and give it a command it struggles to climb up to 2 V. bench tested the motor it’s fine. don’t see any shorts across the board. Just looking for some help
