Zener Diode Power question

Interestingly enough, when diode clamping is used with normal CMOS ICs, if the power supply internal resistance is not zero, the supply voltage to the protected devices also rises a bit, reducing the amount of turn on for those internal diodes. But a large filter capacitor tends to reduce that effect.
And just how sensitive is the gate being protected? I am not familiar with that part number.
