When you look at a data sheet for a component like this, it is common to see a list of applications. In the present case, you can see the following on the very first page:

APPLICATIONS
• Building Automation
• Security Systems
• Factory and Process Control
• ATM Terminals
• USB to Serial Controller

You also can read the paragraphs under General Description (also on page 1). There is also a diagram on page 1 for a typical application showing an MCU connected to the chip which breaks out four serial ports to interface to other devices.

Together, these three sections should give you an idea toward understanding Where is it used? And how is it helpful?

If you still can't see how it can be used from there, it may be because you lack the background knowledge - that's ok, but if that is the case, it is, in my opinion, time for you to go search...in this instance "USB to Serial Controller" might be a reasonable direction to start looking into. Keep going backwards until you understand the basics...then start going forward.
