Working of step up choppers.

It is assumed that when the chopper is on, energy stored in the inductor is equal to the energy supplied by the inductor to the load when the chopper is off. How can we say that? Chopper might turn on again before the inductor supplies all its energy stored as they turn on and turn off time of the chopper can be controlled. How will we find the average output voltage across the load in that case?
