Wine cooler works, but having hard time to cool my wine

Hi,
My wine cooler has lost efficiency. All fans are working properly, and the heat sink and filters are clean.
Recently I replaced the evil C8 capacitor (because the wine cooler would not start), and also took advantage of the event and replaced the TEC to a new one.
Soon after, the cooling seems limited.

Any common part on the board that leads to low efficiency of the TEC, or possibly the new TEC is not as good as I would hope?

How did you attach the new Peltier junction to the heatsink?
Using a high quality computer (CPU) thermal compound. Good question since I didn't mention it. Thanks.
I replaced TECs in the past, so it's unlikely a technique problem. Also, the cooler started ok for some time, but then degraded over time.

Is the Peltier heatsink well ventilated by the cooling fan?
A compromised cooling fan will degrade the cooling efficiency of the Peltier.
