Which software could design the text menu and graphics menu through the USB/RS232(PC) to control the ARM chip?

A friend asked me to help him to find a software could design the text menu and graphics menu through the USB/RS232(PC) to control the ARM chip, he will pay and hire someone to help him to write the program for the ARM chip, the man doing well for this part, but he doesn't know which software could design the text menu and graphics menu through the USB/RS232(PC) to control the ARM chip.

I have been wrote the VB program to completed the text menu and graphics menu through the RS232 to control the PLC of a machine over 20 years ago, although I have done some research, but there is no luck, maybe the search sentence can't match what google could find, if you have any application experience about this kind of software, please post your comments, thank you.
