I'm sure this is an easy question, however I'm pretty new to physics so I'm asking you.. ... When is electric circuit's power transmitted most effectively?

This occurs when the load impedance is the complex conjugate of the source impedance. This is true whether the circuit is DC, in which case the load and source will be simple resistances, or a complex Radio frequency system, with many impedance matching networks between source and load.

^ Does this mean is lower than or possibly equals? Sorry, I'm really new to this.

 

It is from complex numbers terminology.

A complex number

x=a+jb

has a conjugate of

x*=a-jb

For the case of the impedance this means it has equal magnitude but opposite reactance.
