I saw one of these last week by a gas pump and I figured it was some pice from a FitBit or other gadget. Then there were three of them in the grocery story parking lot tonight. I picked it up and it appears there is (was) liquid in it. Is it something for vaping / e-cigarette or...?

 

Measure the resistance. Give it a little current and see what happens.

 

Is it a field replacement for this?

My guess: E-cigarette cartridge.

 

It looks like an anti-tampering lock, which down here is widely used on gas valves, utility electric meters and such
