I just came across this device browsing the web. But still can't understand its purpose. Does anyone have a clear idea about its purpose?

It's for testing USB circuits when you are designing and testing them.
Allows you to load the port easily and observe the resulting behavior.

A good tool to test your power source capability, support 2A or 1A constant current discharge via USB.

 

It's called a dummy load so dummies like me can fry their 100 and 500ma USB ports.

 

Looks like a USB Heater Appliance to me!
You can also get them with fan attached.

Early motherboards usually had a Polyfuse (PTC thermistor) - not sure what they use nowadays.
