They are just saying that, at any moment in time, the energy (power) supplied by the input voltage source may not equal the energy (power) delivered to the load. Look at how the input current is defined -- it is NOT the current in the input voltage source, it is the net current of both the input voltage source AND the capacitors which, at any given moment in time, may be absorbing energy or delivering energy. But, on average, it has to balance out and, in steady state, it balances out over the course of one period of the waveforms.
