Does anyone have an idea what this is and where members can access it?

Just click " Watched Threads "...
and you will get all the threads you started or a thread in which you posted a reply.
But only if there are threads you did not see before you click

"Thread Tools" was a text that was clickable to subscribe when a different software was used to run this forum. Now, a software called Xenforo is used and that option is gone. Now, a very convenient list is at the top of each page (above post 1), you can immediately click on each tool item from the old "thread tools" list.
