What IC is this? What feature it has?

I found this on Krisbow (brand) rechargeable 4 slot charger MICRO USB.
Powered with 5V Microusb, could charge 4 AA batteries or 4AAA batteries.

But I wonder does this charger is smart chargers or dumb charger forcing to charge without cutoff?

Because I don't see NTC sensors and they don't provide manuals in the packaging.

Only lists this :
Output : AA 1.2V/1000mA
AAA 1.2V/100mA

The 34063 is an inverting regulator. Originally designed by Motorola, it is now sourced by Onsemi. It is an old design

Actually it's a repackaged 78S40 - I think it was introduced as uA78S40 by Fairchild.

If the mystery ICs is a switched-mode regulator, then there would be an inductor in the vicinity.
In the photo there is a diode on pin 2, and current sense resistors connected to pins 1,7 and 8 which correspond to figure 11 in the datasheet.

Is it possible the last digit is a "9" instead of a "3"? That would make it a 34069 perhaps.
