With that I want to use TIP122 and a variable resistor with other components to control the speed of the brushless fan. That is what I intended to do.Is this what you intended to draw?

Yes, because if only the rectification and the capacitor can add up 15v 2amp transformer voltage 24vdc and also the circuitry can control the speed of the 24vdc 0.18 amp brushless fans then that is what I intended to do.Is this what you intended to draw?
