What cause the 24vdc to slow down when heating core is turned On?

Well, let me explain it in details if you can help me. What I'm trying to do is that I have 15v 2a transformer which I converted and got 24-36VDC. With that I want to use TIP122 and a variable resistor with other components to control the speed of the brushless fan. That is what I intended to do.
