What are the specs for this part?

    Looks like a 14 watt 301 ohm resistor to me. Try Googling "Sage" but it looks liks that company is out of business.

    Since it is 38 years old you may want think about replacing it over using it.

    I get 4.5 ohms on my meter!

    If measures 4.1 ohm then probabally OK.

    I suspect "7938" is the date code. That is not "new".
