What will be the purpose of the transmitter?
You can not have any power without violating the rules.

Don't you think the sensitivity of the FM radio make a huge difference to the range?

The FM transmitter I designed has a range of more than 2km to my very sensitive hi-fi tuner and very sensitive car radio across a huge river valley with nothing in between.
Its range is about 200m to my cheap Sony Walkman FM radio.
Its range is across the street to a $1.00 radio from The Dollar Store.

It is mono, not stereo but it has pre-emphasis so it sounds perfect.

I don't have a licence for a radio transmitter and most FM radio station frequencies are used in my area so I used my transmitter only for about 1 hour testing its range. Maybe I am lucky that I didn't get caught causing interference to a weak distant real radio station.
