Post some clear photos of the text just below the center of the meter dials and of the block in the center.
I think it is a way to observe total current snd voltage drop from what is essentially a power strip.

I am thinking around 1940era. If you have access to a library with archives you may be able fo find advertising for those meters which will give a good clue about their age.
