Very simply low power charger

It's homework and I assume the battery is a given constraint. No real-world thinking allowed.
This isn't homework, there is as much scope as I need, the bit I'm struggling with is the conversion of the power input from the hand crank to the charging of the battery because its all new to me

In that case, see #8. Spend the parts budget on battery capacity and lose the (relatively expensive) capacitor.

Is there definately not possible to charge the battery directly in around two minutes?
Or would that completely destroy such a small battery?

A wind up torch I bought has a 80mAh 3.6V battery pack and is being charged at around 200mA.
Is this bad for the battery then?

Depends on the manufacturer's specified maximum charging rate. If you shorten the life of a battery by charging it at an excessive rate you'll buy more batteries and boost the manufacturer's profits :D.
