I wouldn't be surprised if the IC is damaged. There are one or two problems with that circuit. In particular, simulation shows that the grounding of pin 9 can result in ~200mA flowing through the internal zener diode connected to pin 9. That zener should pass 15mA max !! The R6/R8 ratio also meams that VR1 doesn't do much of use over ~ half its range. And why didn't the designer make use of the in-built current limiting? The Q1 'current-limiter' allows up to ~16A to flow !!

thanks to all of you i finally found error, that was in PCB layout. the pin 6 and 5 where grounded (earth). I was lucky that IC Lm 723 was not damaged.
now its working perfectly....
