What exactly do you want? If the manufacturer doesn't have one then the prospects are grim. I might be able to write one but it might take a year and cost you about USD $150,000

There are no free Mitsubishi PLC simulator programs (certainly not that I know of). There is an add on package called Logic Ladder Test for the GX-Developer programs (most probably GX Developer FX), which works as if there is a PLC connected to your PC. The downside of this is that you will need to put your hand in your pocket.
