What will be the race around condition if we make a SR bar( both S and R are inverted here) flip-flop using 4 RTL NOR gates?

Actually the Inputs here are S bar( Inverted S), R bar(Inverted R) and clock pulse.

Is there any idea?

WE know that in normal SR Flip Flop s=1 and R=1 input condition is invalid and it's called the race around condition. But here both the inputs S and R are inverted. So I am confused. Is there any solution?
