Treadmill smps repair

The board appears to output 0v.

I've replaced the caps, and traced the power to the bridge rectifier - it seems to be working but the voltage rises slowly.
There seems to be a relay that the AC live to the rectifier - I presume this isn't working and instead AC is comingt

I've managed to make some progress and narrowed the problem down to the DC voltage at the transformer (there is none).

I've done my best at drawing a simple circuit diagram that I hope is accurate (not quite finished).

The bridge rectifier outputs DC voltage, but there is nothing when measuring the transformer input.

I'm also not sure what the 8 pin chip is?
