Hi, I am fixing q Phillips MC135 that doesn't turn on. I was checking the transformer, and at the secondary there are 5 pins: 23vac,23 vac;15 vac,gnd,15vac. Between 15vac and gnd I checked for continuity and there was. Between both 23vac there are continuity. What can I do, and check? I will leave a picture because I can't find the model.

Don't see a problem. The secondaries should have continuity.

 

There is also a problem, there are no corresponding voltages showing on my multimeter, only about 4-5v instead of 15/23vac.

 

You need to get the service manual ideally, start by checking the Voltages at the primary winding, and the secondary side, then at the bridge rectifier..

If the secondary is too low unplug the transformer from the main pcb and check again.

Will test, isolated from the rest of the PCB, the short could be coming from there. Thanks but all the service manuals I found are paid.
