Multi voltage transformer , it was set up for 230v , they hooked up 460v , is it safe to say it is fried ?
blew the 24v fuse coming out , 12v is reading 1.6v , need to get (3A)fuse to check 24v now.

Rarely does the primary fail immediately, other signs would be present , OVERheating!
Test the transformer off load and check the secondary voltage.

How large of a transformer? Transformers, especially large transformers can be Brutes Applying a high input voltage over a short period they generally get hot but survive. Apply the correct 230 VAC using any correct taps or terminals with an unloaded secondary and see what you have.

Agree with the comments above. Transformers (wire wrapped around a magentic core) are pretty rugged and can take a lot of abuse. Go ahead and check out the transformer with the right voltage on the primary, probably nothing to worry about.
