What is the different these 2 transfomer?
XFMR, LIN, 120/240VIN, 12/12V, 1AOUT
XFMR, RECT, 115/230V 2x14V, 20VA

Can we use the same purpose? if the first one is failed, can we replace the second one for general purpose?

You'll only get about 750mA current from the 2nd transformer. If your load does not require more than that, it will be OK. However, you haven't said what your load requirement is, so it's difficult to say.
