I am planing high voltage insulation test on a PCB, I want to measure always the physically closest tracks. do you people know a good gerber program which reports distances between tracks.

As far as I know, most PCB CAD programs will report tracks that do not meet the minimum spacing that you have entered in the DRC setting.
