Touch switch controlling SN754410NE

I'm running a DC servo motor with a SN754410NE wired to a touch switch IC from Hobby Electronics in the UK. It works well but a number of times when switching on power the servo motor starts running and it can't be stopped unless I switch off the power. I suspecd the touch switch but I can't be sure because I don't know what goes on inside this IC which is a PIC processor. It has been mentioned that the recommendation is to connect capacitors on pins 8 and 16 of SN754410NE but what values? I attach my schematic and a schematic of the touch IC.
