I buy or customized them from here. (Not from that store always. you can find one to suite you)
I find one seller who's listing says they customize them, and I talk to him about the requirements. Simple

Line frequency power 'toroids' almost exclusively feature tape-wound iron cores (hence the likes of Amadon, Micrometals, Ferroxcube etc. will be of no help)

Are you certain of that? Soft iron is not brittle -- What exactly is wrong with the transformer?

Where are you located? in N.A. there is Antek he also sells on ebay under Jonango. He builds Toroids and power supplies.

Thanks for that link! they have something I knew was made but couldn't find, flat magnet wire.

 

The B3016 here http://www.ilpelectronics.com/images/pics/transformers_mains.pdf should work. Put the secondaries in parallel. 25 V, 20 A

I had a 4x35 V @ 3 A made in the US many years ago. The company is still around.
