Audacity can capture all signals from the PC, including those from web sites.
AND
Audacity can generate DTMF tones. It is a plugin from Salvo Ventura.

Yes, that might work. Didn't think of it since I squashed my input driver and I'm far from my disks.

Using that method, here's a better solution DTMF encoder at the bottom of the page - you can set the tone duration, break duration (not applicable if used for single keys) and volume.
