The popular ones are just a hammer-like device you keep under your seat or in the glove box. No moving parts. If I was going to mount it anywhere, I'd put it in the door or armrest, or above the window. It has been recommended that one keep a spring-loaded center punch handy in their vehicle in case quick egress is required.
A product idea I had was a dash-mount center punch holder for just that event. I wonder if anyone ever came up with one?
