Some TVs Not Capable of Adding 2.2, 2.2, 2.3...?

I have several digital LCD TVs and use rabbit ears or an outdoor antenna to get broadcast TV in the New York City area. I've noticed that some of TVs are not capable of manually adding the "2" channels (2.1, 2,2, 2.3, 2.4, 2.5 etc.). Those TVs only allow me to add channels starting at 3.1, 3.2 etc. On the TVs that allow manual programming of the "2" channels, all those channels come in very strong with just rabbit ears. Auto channel programming also won't allow the "2' channels to be programmed on those TVs I couldn't manually add the "2" channels. Is this a design defect? Were the "2" channels a more recent broadcasting addition to the allowable spectrum? I also have a USB TV tuner stick for my computer that won't allow the adding of "2" channels. Thanks for any response.

My tuners are all capable of this. (I don’t have any TVs with built-in digital tuners.) How well have you read the manual? Maybe there’s some non-obvious trick to it.

Yes, there's no mention in the manuals of the channel numbers I should or should not get. Some of my TVs get all the digital "2" channels, and some don't even give you the option to add them. On the TVs that get the channel 2's, I get all of them from 2.1 through 2.5. Here is an example of one of the TVs that will not even give me an option to add the channels (broadcast over-the-air channels show they start at channel 3.1 on this particular TV)

The TV might be showing you only those channels it detected during an autoscan. The signal on 'channel 2' may be too weak or have too much multipath to have been picked up by the autoscan. Try raising and/or re-aiming the antenna and then letting the set do a new rescan.
