It does look like the LNK6777K is faulty. I would expect the internal 5.75 volt regulator to initially supply power to the BP pin. Another remote possibility is the capacitor C5 on figure 11 on the data sheet has failed short circuit. The waveforms with respect to earth ( Which is almost the same potential as mains neutral.) are meaningless.

After reading the replies and gluing my face to the data sheet I'm slowly gaining some knowledge here. Thanks for your efforts and advice. I've ordered a replacement IC. I will post here with the outcome.
 
Replacement LNK6777V was fitted, and the fault cleared. Thanks everyone! The monitor works. It wasn't cost effective for me but that wasn't the objective.
