I'd like to create a connection diagram for a procedure involving a CRO, function generator, digital multimeter, and computer. Which free software tool would you recommend for this purpose? I'm looking for something similar to the example provided, and I would greatly appreciate your assistance.

I'm not aware of drawing software that is specifically tailored to that sort of application. Maybe someone else here will enlighten us.

A general drawing application that supports user libraries, and the appropriate pre-drawn library, MIGHT be found but I doubt it.

So what I'm suggesting is that you need a decent vector graphics drawing program and you'll then have to create your own library of instrument faces and so on. As a Mac user I use Intaglio for vector graphics. You might want to look at Inkscape.

Not in the board design level, but hook up various independent equipment connections.

 

If you want the independent device details as you have shown in the OP, then it really calls for some kind of CAD program.
