SImple amplifier outputting Vcc regardless of input

I am building an amplifier to take an input from a microphone(right now I am using a function generator for testing) at around 70mV and I am trying to amplify this signal by a factor of 100 to get an output of ~7V. I will attach a picture of my schematic and of my circuit but regardless of the input, the amplifier outputs ~10.5V. This also happens with no input at all, as soon as i supply the circuit with 12V Vcc the output is 10.5V. I have tried using a lesser Vcc but the output is always approximately the same as Vcc. I have also tried a lesser amplification factor of 10 but I get the same output of around Vcc. Any insight as to why this is happening is appreciated. The Op-amp I am using is an lm2902.

For a start. the inputs to the opamp are the wrong way round. The two resistors should connect to the inverting input.
Also as the amp has only a positive supply, the output can only be positive whereas the output from a microphone will have both positive and negative parts. You need to use either a dual supply or a virtual ground. A typical virtual ground circuit is below.
