my skills is
arduino / electronics
i know i cannot use arduino its will be so slow but there are any cheap board i can use in this project or how to make a circit for this project ?
any sources books our courses can help me ?

Step 1) buy a current android phone or current laptop
Step 2) buy a samsung smart Tv that supports screen sharing
Step 3) activate features on phone and TV
Step 4) enjoy viewing.

The capabilities are expanding every day, so you really need to do your research to be certain it will do exactly what you want.

I played with one a month or two ago and at that time it was not able to mirror without 3rd party software, which is available but I did not try. It's meant to play videos and photos that you find online with your device (phone or laptop) and then direct to play on the Chromecast. The video then plays directly from your wireless router to the Chromecast, and your device can be removed. Your smart device is really just a remote control to negotiate the connection of the Chromecast to the content you want to view.

That's normal operation. There are a lot of apps that extend that operation. I was able to send slideshows and movies from my iPhone and Macbook to the Chromecast without that content being on the internet. I was not doing mirroring, however.
