Hi and thanks in advance for any help. I found several good threads for this VERY common problem that all point to bad CAPs but when I look at my boards there are zero visually blown CAPs. I do have a pair of resistors with some ooze between them, I've never seen this with a bad resistor but my experience is limited here. I've included a picture and Question number one is can someone explain this?
Question number 2 is: Can someone help me narrow this problem to the board level?
